The Department of Ecology is recruiting for a Nonpoint Water Quality Specialist (Environmental Specialist 3) in the Water Quality Program. This position is responsible for administering nonpoint source water quality laws with a focus on protecting the southern resident orca population, including protecting and restoring Chinook salmon and reducing toxic contaminants in their food web. This position is located in our Southwest Regional Office in Lacey, WA

Duties

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

This position works with a large number of implementation partners and uses an in-depth knowledge of the specific nonpoint pollution control needs and characteristics of impaired waters to help prevent adverse water quality impacts from agricultural, livestock and other nonpoint pollution-generating activities and land uses.  This work includes:

  • Investigating and resolving nonpoint water quality issues, both proactively and in response to complaints and referrals.
  • Applying and communicating technical knowledge of best management practices for livestock management, sediment and manure runoff, and other nonpoint pollution control and prevention techniques.
  • Assessing site-specific conditions, communicating and documenting findings, and determining the best approach for working with landowners and other local stakeholders to correct nonpoint pollution problems.
  • Coordinating follow-up actions with relevant Ecology staff, including TMDL/water cleanup plan leads, and other jurisdictions and partners as appropriate.
  • Applying agency compliance assurance policies and procedures as necessary to address noncompliance with water quality laws and regulations.

Qualifications
Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, engineering (civil, environmental, or geological), environmental planning or other allied field AND two years of professional-level experience in environmental analysis or control, or environmental  planning.

Additional experience will substitute year for year for education

A Master’s degree in one of the above fields will substitute for one year of experience

OR

A Ph.D. in one of the above fields.

Desired Qualifications:

  • GIS experience or certification.
  • Mediation training.
  • Water quality sampling experience or training.
  • Laboratory experience.
  • Agricultural experience.
  • Agriculture-related degree.

Special Requirements/Conditions of Employment:

Must possess a valid driver’s license.
