The Spill Prevention, Preparedness, and Response (SPPR) program within the Department of Ecology is looking to fill an Expert Modeling and Analysis Scientist (Natural Resource Scientist 4) position. This position will be located in our Headquarters in Lacey, WA.
The Expert Modeling and Analysis Scientist position will be part of a first of its kind team at Ecology responsible for qualitative and quantitative analysis of risks related to the transportation of oil by vessel, rail, and pipeline.

This is an exciting opportunity with the Spills Program. Ecology is building a highly collaborative modeling and analysis team to perform new scientific research. The successful applicant will get to work with Ecology experts, and will interact with Program leadership, the maritime community, tribes, environmental organizations, government agencies, and the public. This will be a new team that will need to quickly coalesce into a highly effective group.

Duties
The Spills Program’s mission is to protect Washington’s environment, public health and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program’s vision is to prevent, prepare for, and respond aggressively to oil spills; to be our best for the State of Washington. Our Spills goal is “zero spills”.
The Expert Modeling and Analysis Scientist position will serve as Ecology’s designated scientific expert in modeling and quantitative analysis for risks related to the transportation of oil by vessel, rail, and pipeline and will represent Ecology within the broader scientific community.
Some of the key work activities of the Expert Modeling and Analysis Scientist position include:
- Performs original scientific research to design, implement, and maintain models and analytical tools.
- Develop advanced algorithms, perform statistical analysis, and build predictive analytics.
- Leads and participates in team discussions of quantitative analysis and computer modeling.
- Interprets analysis results.
- Writes peer reviewed articles related to analysis process and results.
- Presents research methods and findings through a variety of formats and venues, including internal and external meetings, written reports, and conference proceedings.

Qualifications
Required Qualifications:
A Bachelor’s degree with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field and six (6) years of professional research work experience in quantitative analysis and modeling.
OR
A Master’s degree with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field and four (4) years of professional research work experience in quantitative analysis and modeling.
OR
A Ph.D. with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field and three (3) years of professional research work experience in quantitative analysis and modeling.
In addition to the above, demonstrate:
- Experience in developing quantitative models and tools for complex systems.
- Experience producing written reports and oral presentations of analysis findings and results to inform policy decisions and regulatory processes.
Desired Qualifications:
- A Master’s degree or higher in with major study in a specialty related to quantitative analysis of natural resource topics, mathematics, statistics, operations research, or a similar or related field.
- Experience working with maritime transportation data, including Automatic Identification System data, environmental data, and maritime casualty data.
- Knowledge of oil spill fate and effect analysis, including the behavior of oil in the water column.
- Experience working collaboratively with tribes and stakeholders, facilitating meetings, and presenting results. Highly skilled in building collaboration while working on issues involving a variety of perspectives and interests.
Special Requirements / Conditions of Employment:
This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 200, 300, 700 and 800. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
Be able to obtain the Transportation Worker Identification Credential (TWIC card) which entails a detailed background check.
Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
Hold and maintain a valid driver’s license and be able to operate a motor vehicle.
