The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Manager – Fishery Planning, Modeling, Regulations, and ESA Response (WMS3) position. The position is located in the Fish Program and the duty station in located at the Natural Resources Buildiing, 1111 Washington St SE, Olympia, WA

This is a critical position for meeting the Agency’s statewide resource conservation and management mandates related to salmon and steelhead resources.  The “Fishery Planning, Modeling, Regulations, and ESA Response Unit” (FPMRESAR) is responsible for supervising a team of experts associated with providing the planning and modeling information essential to managing Salmon and Steelhead fisheries throughout Washington State.  The FPMRESAR Manager reports to the Statewide Salmon and Steelhead Manager and is a key leader in the Salmon and Steelhead Unit.

The FPMRESAR Manager leads the development and implementation of long-term strategic vision for information and permits related to managing salmon and steelhead fisheries for the Fish Program.

Responsible for monitoring salmon and steelhead, including populations that originate in freshwater (approximately 8,000 lakes and 30,000 miles of fish bearing streams).  This position is essential in the development of pre-season fishing plans, in-season management, and post-season reporting for the commercial and recreational fisheries in the marine waters of Puget Sound and the Ocean targeting salmon and steelhead.  The FPMRESAR Manager reports directly to the Statewide Salmon and Steelhead Manager and is responsible for coordination of salmon and steelhead fishery information (modeling, reporting, and documentation) and Endangered Species Act (ESA) permitting for fish and shellfish.  In addition, this position is responsible for all personnel in the Planning, Modeling, Verification, ESA Response, and Sport Rules Coordination units.  The position requires constant exercise of strategic planning and critical decision making with outcomes affecting the health and diversity of food fish, game fish and shellfish statewide. Duties

  •  The position supervises, leads, directs, and integrates staff within the FPMRESAR Unit and across the Fish Program to create efficiencies and synergies associated with pre-season planning through post-season reporting for salmon and steelhead fisheries. This positions supervise: two (2) Information Technology Specialist 5’s, two (2)  Information Technology Specialist 4’s and two (2) Fish & Wildlife Biologist 4’s.
  • The position leads and directs the Endangered Species Act response for the Fish Program.
  • The incumbent in this position is appointed by the Governor to represent the State of Washington on an international Panel which provides technical and regulatory advice to the Pacific Salmon Commission.
  • Develops and manages the FPMRESAR Unit’s biennial budgets, allotments, and contracts in coordination with Fish Program Budget Managers.
  • Oversees completion of post-season reports and other publications containing analysis, evaluation, and interpretation of results from intensive selective fishery monitoring studies conducted throughout Puget Sound and the Washington coast.  Analyze and report performance of selective fisheries statewide relative to meeting conservation, ESA, and utilization objectives.
  • Serve as a key Policy representative in state-tribal negotiations during the North of Falcon and Pacific Fisheries Management Council salmon fishery season-setting process.
  • Represent WDFW on inter-agency scientific committees, such as those of the Pacific Fishery Management Council.
  • Provide information on the status of salmon and steelhead populations and fisheries for WDFW and other governmental planning and policy teams focused on salmon and steelhead recovery.

Working conditions
Generally 40 hours/week, M-F from 8am-5pm.  Seasonal evening and weekend work may be needed. Work is typically conducted in an office or meeting group setting.  This position is expected to travel as part of and participate in the Pacific Fishery Management Council and agency’s North of Falcon salmon season setting process.  Travel to other fishery management meetings, conferences, and/or workshops are also expected periodically.  Extensive external communication and coordination with the International entities (Pacific Salmon Commission staff, Canadian Department of Fisheries and Oceans) public, Tribal Governments and Representatives, other state entities (Oregon and California Departments of Fish and Wildlife) and Federal entities (NOAA/USFWS).QualificationsA Bachelor’s degree with major study in a natural science (Fish Science, Fish Management, Biology, etc.).  A minimum of five years of progressively higher responsible management experience in the area of natural resources.  Well-developed communication skills (written and verbal) are required.  An in-depth understanding of fish conservation and fisheries management principles, Endangered Species Act law, Tribal law, and administration skills.  This position also requires excellent leadership, interpersonal communication, and conflict resolution skills.

  • Knowledge of:  program management; budget development and management; natural resource management issues; methods of biological data collection, interpretation, and presentation; development of cooperative relationships internally and with other agencies; principles of negotiating; recreational and commercial salmon fisheries; and oral presentations skills to communicate effectively when presenting complex information to professional, technical, and public audiences.
  • Expertise in: Treaty Case Law in Washington State; salmon and steelhead life histories; fishery management principles; biometric/statistical analysis; negotiating and developing State-Tribal fishery agreements, Pacific Fishery Management Council activities and responsibilities, and Pacific Salmon Commission activities and responsibilities.
