The WDFW Hatcheries Division operates 80 hatchery facilities to produce over 168 million salmon, steelhead, trout, and warmwater fish for commercial and recreational fisheries or species conservation and recovery requirements based upon the Agency mandate (RCW 77.04.012). The Division is also responsible for implementation of the Fish and Wildlife Commission’s Hatchery and Fishery Reform policy (C-3619). The Assistant Hatchery Division Manager reports directly to the Hatchery Division manager who reports directly to the Director of Fish Program.

The Hatcheries System biennial budget controlled totals $64M, and supports 275 FTEs.

The Hatchery Division also includes the central office administration, mass marking and coded-wire tag operations, hatchery reform, hatchery capital and maintenance projects.

DUTIES:

Capital Budget Development, Project, Maintenance and Emergency Management

• Responsible for the division’s capital and maintenance project budgets.
• Assesses Fish Program priorities and budget development for all capital projects and tracks progress through budget cycles.
• Provides peer and constructability review of Department Architect/Engineer and In-House design projects prior to public works contracting to ensure quality and consistency of designs.
• Develops strategic long-term plans for state hatchery facilities, including, operating protocols, procedure manuals, annual management plans, and compliance monitoring.
• Responsible for ensuring facilities are compliant with safety requirements and implements recommendations for improvements.
• Develops and monitors the statewide Hydraulic Project Approvals (HPAs) for the Hatchery Division.
• Writes and submits annual Hatchery Maintenance HPA report.

Serves as the assistant to the Hatchery Division Manager

• Prepares biennial and supplemental decision packages to meet strategic priorities.
• Prepares bill analysis and fiscal notes for proposed legislation and respond to legislative requests for policy and budgetary information.
• Assists the Division Manager in development and presentation of Hatchery Division policy issues to the Fish and Wildlife Commission.
• Assess hatchery budgets statewide to determine needed resources, identify funding gaps, prioritize expenditures and identify funding strategies.
• Assist with preparing and managing Divisional budgets within a biennium, providing sound fiscal management for the Division that demonstrates transparency and accountability, and providing high-quality, reliably accurate products on a consistent basis.

Required Education, Experience, and Competencies.

A minimum of five years of progressively higher responsible management experience in the area of natural resources. Well-developed communication skills (written and oral) are required. An in-depth understanding of WDFW fish hatchery operations, state-tribal fish production agreements, hatchery data and database management, leadership and supervisory skills.

Knowledge of principles of project management for building construction; principles and practices of engineering and architecture  related to design and construction  of buildings; fundamentals  of electrical and structural engineering; administrative  procedures and systems relating to capital projects and supervisory principles and practices.

Preferred/Desired Education, Experience, and Competencies.

• Two (2) years of experience in project or construction management.
• Working knowledge of the scientific principles of hatchery reform and salmon recovery.
• Working knowledge of federal ESA processes including Section 10, Section 7, and Section 9 – 4(d) coverage.
• Working knowledge of US v Washington and its associated sub proceedings, as well as US v Oregon court case related to artificial production planning and agreements.
• Working knowledge of hatchery facility infrastructure and operation.
• Working knowledge of budget development and management, legislative processes and agency policies and communication skills.
• Experience in making oral presentations to and facilitating technical work groups.
