The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology is looking to fill a Spills Publication and Web Coordinator (Communications Consultant 3) position. This position is located in our Headquarters Building in Lacey, WA.

The Spills Publication and Web Coordinator position ensures that the Spills Program’s strategic communications focus on prevention and preparedness for oil spills to Washington waters and land, as well as effective and aggressive responses to oil and hazardous substance spills whenever they occur. The duties also ensure that all program communication activities meet program expectations and agency standards. This position is responsible for promoting oil spill prevention, preparedness and response by providing public information and other messaging for the regulated and non-regulated community, stakeholders and other interested parties. In addition this position will assist the Program’s Communication Manager for interaction with media relations and events.

Duties 

The mission of the Spill Prevention, Preparedness, and Response Program (SPPR) is to protect, preserve, and restore Washington’s environment. The Spill’s Program’s vision is creating a zero spills world.

Some of the key work activities for the Spills Publication and Web Coordinator are:

Program Web Coordinator: Serves as the program’s web coordinator to develop material for educating the public regarding complex environmental issues.

  • Is a member of all phases of managing the Lifecycle of Web Content process, i.e., screening, planning, preparing, reviewing and publishing or maintaining web content.
  • Regularly conducts interviews, performs research and collects information for web content.
  • Manages, writes, edits and produces program web content for external audiences with an emphasis on web usability, user-centered design and plain talk for complex environmental issues. Includes creation of graphics for printed, online (internet and intranet,) or visual presentations.
  • Establishes and maintains website update schedules and coordinates update schedules with program staff to assure conformance with website specifications; represents department when special handling or unusual production schedules are required; serves as department’s agent in resolution of matters.
  • Implements major changes to websites. Overhauls existing content to eliminate legacy pages, updates references to current science and streamline content.
  • Represents the program’s interests on the agency’s Web Coordinator team.

Publication Coordinator: Serves as Publication Coordinator for the Spills Program.

  • Coordinates the publication process for the program on complex environmental issues in plain talk.
  • Follows agency protocols and policies, researches, writes, edits, and updates written materials such as focus sheets, prevention bulletins, program brochures, conference displays, posters, and other publications.
  • Develops and updates materials included in educational packets for vessel and oil transfer inspectors.
  • Takes and edits photos and videos for use in communications. Utilizes software programs like Canva or Photoshop to manipulate images for print and web content.
  • Develops graphics that illustrate information, processes, timelines, etc.
  • Develops PowerPoint presentations for the Spills Program staff, as needed.
  • Edits copies for a wide variety of work submitted for printing; reviews copy for correctness, clarity, form of presentation, and suitability for submission; confers with departments regarding corrections and rewrites as necessary.
  • Participates on the Publication Coordinators Team.

Accessibility: Spills Program Co-Champion.

  • Acts as an agent of change and is a key relational influencer to persuade and encourage Ecology employees within their program to provide similar access to agency digital information for people living with disabilities.
  • Coordinates and tracks accessibility activities throughout the program.
  • Creates documents and email messages with digital accessibility in mind, and uses Ecology guidance and tools to meet Ecology standards.

Qualifications

Required Qualifications:

A Bachelor’s degree in communications, journalism, humanities, public relations, or related field AND three (3) years of writing and editing experience of which two (2) years must include:

  • Developing web content strategies, writing, editing and managing web content.
  • Proficient use of Microsoft Office (e.g. Word, Excel, Publisher and PowerPoint), and Adobe products, such as (e.g. Photoshop and Illustrator).
  • Working effectively both as part of a team and independently.
  • Use of strong verbal and writing skills to create communications products.
  • Use of project-management tools to prioritize work and meet deadlines.
  • Proficient HTML and content management systems.

Preferred/Desired Qualifications:

Computer skills:

  • Expert in Adobe Creative Suite.
  • Webpage and graphic design experience, including the development of infographics.
  • Proficient with coding in HTML.

Communications:

  • Experience developing communication tools to reach diverse audiences, as well as experience in social marketing.
  • Experience plain talking technical and scientific information for publications (e.g. handouts, brochures and reports).
  • Experience filming and editing videos.

Special Requirements / Conditions of Employment:

  • The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods of time.  However, position also may require spill response in field work which could involve several hours of standing, walking, or squatting each day.
  • This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 200, 300 and 700. Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
  • Be able to obtain the Transportation Worker Identification Credential (TWIC) (TWIC card) which entails a detailed background check.
  • Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
  • Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.
