The Oregon Department of Environmental Quality currently has a unique opportunity for a dynamic, vision-driven individual to join our leadership team as the agency’s Water Quality Administrator.

What will you do?
The Water Quality Division Administrator will lead the department’s efforts to improve water quality in Oregon. The Administrator serves as a member of DEQ’s Leadership Team, which provides enterprise-level strategic planning, prioritization and direction for the agency. As the Water Quality Administrator, you will direct and lead a team of professionals in accomplishing the program’s core regulatory work and meeting the challenges of protecting and improving water quality in the 21st century. About the Division
Our Water Quality Division is responsible for ensuring that Oregon’s rivers, streams, lakes  and other waters are clean, protecting public health and the quality of our environment. We monitor water quality to understand whether these goals are being met, and to identify emerging water quality successes and problems. This information provides the basis for both regulatory and non-regulatory actions. The Division administers both federal and state water quality laws and programs, setting standards, issuing permits, and ensuring compliance.  The Division also develops watershed pollution reduction strategies, and works with stakeholders and partners to develop and implement non-regulatory ways to improve water quality.

Qualifications, Required & Requested Skills
MINIMUM QUALIFICATIONS – To be considered a qualified applicant you must meet or exceed the following criteria.  At least six years of management experience in a public or private organization that includes responsibility for each of the following:

  1. Developing program rules and policies,
  2. Developing long- and short-range goals and plans,
  3. Program evaluation, and
  4. Budget preparation.

Preference will be given to applicants who have the following desired attributes:

  • Demonstrates excellent written, presentation, and interpersonal communication skills.
  • Demonstrates ability to motivate and lead staff.
  • Demonstrates experience and ability to seek solutions, solve problems, and collaborate with elected officials, partners, and others within and outside of the Department.
  • Demonstrates experience and ability to manage multiple programs concurrently.
  • Demonstrates skills in management, including, but not limited to, budget development, budget execution, policy development, project management, and strategic planning.
  • Demonstrates skills and experience in leading collaborative policy-making efforts in the environmental, public health and/or natural resources arenas.
  • Fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization.
  • Experience in managing programs to protect or improve water quality.
