The Air Quality Program (AQP) is looking to fill a Greenhouse Gas Engineering Specialist (Environmental Engineer 2) (In Training) position. This position will be located in our Headquarters Building in Lacey, WA.
The Greenhouse Gas Engineering Specialist position is located within the Climate Policy Section (CPS) of the Air Quality Program, which provides environmental services to understand and reduce carbon pollution and protect public health and the environment. This position supports the mission of the agency and program by providing engineering analyses and assessments, policy support, and recommendations for program guidance to implement the Clean Air Rule (CAR), a regulation capping and reducing carbon pollution in Washington. The position conducts engineering analyses for facilities covered by the CAR and recommends carbon emission reduction requirements for those facilities based on these analyses. The position reviews and analyzes emissions and compliance data submitted to the agency for a variety of facilities and processes to confirm quality and accuracy. These analyses are used to ensure that emission reductions are real, permanent, and quantifiable.

Strong applicants will have experience with or ability to quickly learn about industrial processes and their associated greenhouse gas emissions.

The mission of the Air Quality Program (AQP) is to protect, preserve, and enhance the air quality and the environment of Washington for current and future generations.
Some of the key work activities of the Greenhouse Gas Engineering Specialist position are:
Conduct engineering analyses and review protocols, policies, and guidance for effective and consistent implementation of the Clean Air Rule.
- Recommend and evaluate protocols and calculate obligated parties’ baselines and/or output-based carbon or energy intensity, benchmark emissions, recommend Ecology-assigned reduction pathways, and make recommendations on the issuance of regulatory orders.
- Document determinations of Clean Air Rule applicability to specific facilities or situations.
- Provide review of and technical assistance with engineering analyses and emissions data provided by third-party verifiers, consultants, and businesses.
- Identify and analyze emerging regulatory implications and effects of new federal and state stationary source rules and policies on the Clean Air Rule.
- Provide technical environmental engineering oversight that support revisions to the Clean Air Rule and development of other stationary source climate change related rules.
- Work directly with businesses, state and local agencies, other states, and stakeholders to ensure accurate, timely, and complete reporting of emissions data.
- Assist in development of regulatory guidance and recommendations to management and legal counsel for review and approval.
- Assist with the coordination of members from the regulated community, state and local agencies, and stakeholders regarding Clean Air Rule and climate policy direction, requirements, and interpretation. Provide technical assistance to facilities, third-party verifiers, consultants, and the affected public.
- Provide engineering support for the development of rule proposals and draft rule language to update, modify, and improve the Clean Air Rule.
- Identify and recommend policies and guidance necessary for effective and clear Clean Air Rule program implementation.
Conduct engineering analyses of other climate change programs, regulations, policies and initiatives and their effect on the state and agency climate objectives.
- Conduct technical analyses and evaluations and provide engineering expertise to support development of other climate change related rules.
- Consult and coordinate with members of the regulated community, stakeholders, and other states regarding climate policy direction and interpretation of other regulations to cap and reduce carbon pollution.
- Assist in development of regulatory language, policies, and guidance needed for effective and efficient regulation of carbon pollution.
- Identify implications and participate in review of proposed federal or state stationary source regulations and guidance documents that may relate to or affect capping and reducing carbon pollution.
This recruitment will remain open until filled. The initial screening will be January 2, 2018. The goal class for this position is an Environmental Engineer 2. We will consider applicants who meet the requirements for the Environmental Engineer 1 and 2 levels. If the finalist meets the requirements for the EE 1 level then they will be hired in at that level and will be placed into a training program to become an EE 2 within a specified period of time.
To qualify at the Environmental Engineer 1 level (pay range 55, $4,085-$5,358):
A Master’s degree with major study in one of the following engineering fields, sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields, sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
One year of environmental engineering experience.
To qualify at the Environmental Engineer 2 level (pay range 61, $4,737-$6,217):
A Master’s degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field
One (1) year of experience in environmental engineering.
An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field
Two (2) years of environmental engineering experience.
Expertise or advanced knowledge in one or more of the following production processes:
- Petroleum refining
- Natural gas distribution
- Metal, glass, or cement manufacture
- Pulp and paper production
- Landfill operations
- Chemical manufacture
